A puppy is the result of decisions a breeder made eighteen months ago - which dogs to pair, what to feed the dam, how to raise the litter, who to sell to. Those decisions are what separate a healthy, well-socialized eight-week-old from one that's going to be a problem at six months.
The OBBA breeder directory exists for one reason: to make it easier for buyers to do their homework on the breeder before they fall in love with the puppy. Look at the kennel's other dogs. Read the Responsible Breeder Pledge. Check that they've been around long enough to back up what they say.
The cute puppy in front of you is doing a great job of distracting you. The breeder behind that puppy is the one you'll be calling at 2 AM in three years.
